AI Governance for Australian Businesses

AI governance is the record of which AI is in use in a business, what each use is for, the risks it carries, the controls that address them, and the dated decisions and reviews that show those controls hold. It is a working register, kept current as AI use changes, rather than a policy written once and filed.

01

Why Governance Comes Second

Governance is the second stage of the AI Journey, after the foundations and before agents go into production. The order matters. Training, an enterprise licence with your chosen provider and an acceptable-use policy come first, because they decide what use is sanctioned. Governance then records what is actually in use and how it is controlled. Agents are built last, against processes the register already covers, so nothing goes live that nobody has assessed.

At Adaca's 2026 roundtables, 45 of 50 businesses sat at the foundations stage and 4 had governance in place. The full distribution is published in AI Maturity in Australian Businesses, 2026. The gap between those two numbers is what this page describes.

What a Governance Record Contains

The governance record connects each AI initiative to its risks, controls and review history. It has three parts.

  1. AI Register

Every AI tool and initiative in use, its purpose, the business unit that owns it and the data involved.

  2. Risk and Control Assessment

The risks each initiative carries, the controls that address them, and a score for how well each control does so, assessed on relevance, extent and duration.

  3. Review Record

Dated decisions and the evidence behind them, so a question asked next year about why something was approved has an answer.

Adaca RED holds that record, with controls scored and decisions dated, and it exports to CSV or Excel so the register is never locked inside a tool. Acceptable-use policies and provider agreements sit alongside it. Finding use that nobody recorded is a separate job; the Shadow AI guide explains interviews, inventories and authorised technical checks, including their limits.

03

The Australian Frameworks

Two Australian references fit a mid-sized business that has no sector regulator writing AI rules for it. The Voluntary AI Safety Standard sets out ten guardrails for organisations deploying AI, covering accountability, risk management, data governance, testing, human oversight, transparency and record-keeping. Australia's AI Ethics Principles describe the outcomes those guardrails serve. A governance record built the way this page describes produces the evidence each guardrail asks for, and it does so before any sector rule arrives rather than after.

Where to Start

Before a register exists, the useful first question is whether the documents a business already has would stand up. The AI Deployer Baseline Diagnostic at red.adaca.com reads the policies and governance documents you upload, assesses them against a set of responsible AI principles and controls, and returns a Green, Amber or Red verdict with a plain-language report of the gaps and the next steps. It runs without an account.

Where the verdict shows gaps across the business, the AI Diagnostic places each department on the Crawl, Walk, Run map and names the next move. Where the gap is governance itself, the register is built with you under the AI consulting engagement.

05

How Adaca Delivers Governance

Governance is delivered inside the AI consulting engagement rather than as a document handed over. We register the initiatives and risks with the people who own them, score the controls with them, and leave a record that survives staff changes and audits. The register is yours, and Adaca RED is the tool it lives in. Delivery starts under Australian leadership, with engineering in our Manila delivery centre. For banks, insurers and superannuation funds, AI Governance for Financial Services covers the same method in a regulated setting.

Common Questions

What is AI governance?

The record of which AI is in use in a business, what each use is for, the risks it carries, the controls that address them, and the dated decisions and reviews that show those controls hold.

Do we need governance before we use AI?

No. The foundations come first: training, an enterprise licence and an acceptable-use policy decide what use is sanctioned. Governance records what is in use and how it is controlled, and it comes before agents go into production.

What is the Voluntary AI Safety Standard?

An Australian standard that sets out ten guardrails for organisations deploying AI, covering accountability, risk management, data governance, testing, human oversight, transparency and record-keeping. A governance record produces the evidence each guardrail asks for.

Does a governance register find all AI use?

No. A register holds what has been recorded. Finding use that nobody recorded takes discovery: staff interviews, a tool inventory and authorised usage records, with the gaps recorded alongside the findings.

What is Adaca RED?

An operations register for initiatives, risks and incidents, with each control scored on relevance, extent and duration and every decision dated. It holds the governance record and exports it.

Who owns the governance record?

You do. Each initiative has an owner on your side, and the register is yours to keep and export. Adaca maintains it with you during the engagement.
